  5.     Eight months after Operation Just Cause sent U.S. troops
  6. into Panama to overthrow General Manuel Noriega, the government
  7. of President Guillermo Endara seemed to be on the verge of
  8. imploding. A wave of murders, muggings and robberies spread
  9. through Panama City last week, while the quibbling among Endara
  10. and his two Vice Presidents reached new levels.

  12.     State Department officials are concerned about the fate of
  13. the government, but right now the Bush Administration would
  14. like Panama's leaders to stop their squabbling and take aim at
  15. such pressing problems as unemployment. During the Noriega
  16. crisis, analysts said toppling the dictator would be easy
  17. compared with creating a stable government. Now they are seeing
  18. how right they were.
